The primary goal of the document is to develop guidelines as to how to implement a bike sharing system in the Snyderville Basin region, while at the same time ensuring an adequate funding scheme to support capital and operational costs. Furthermore, the question of operational profits is duly explored.

The system proposed is very innovative, a fully electric archipelago bike-share consisting of 220 bikes and 20-26 stations, at maturity. The implementation of this system is suggested to be accomplished in two phases and two core service areas are established: Park City and Kimball Junction. The proposal also incorporates contributions from locals, including transportation technicians. The study details the required initial investment in capital costs and estimates yearly operational costs.
